Laos

Much as in Cambodia, the education system in the Lao People’s Democratic Republic (PDR) has struggled to provide all children with access to high-quality education. Higher quality education is essential if Lao citizens are to successfully transition into skilled non-farming jobs and sustainably build their income to beyond subsistence levels.

In Laos, only 20% of Grade 5 students acquire the language proficiency skills needed to succeed academically at the secondary school level. This substantially impacts students’ performance in other subjects, leading to high drop-out rates throughout the secondary education cycle. As in Cambodia, high levels of bureaucracy and administrative inflexibility mean teachers’ salaries are often significantly delayed, encouraging some to go and work other jobs during school hours, leaving classrooms without teachers. Bureaucratic rigidity inhibits innovation and holds back educational reform. In addition, the vast majority of the recurrent education budget for education (90%) goes to teachers’ salaries leaving inadequate resources for modern education facilities, supplies, and technology.

NGS In Laos

The success of New Generation School programming in Cambodia helped the FFF to convince the Ministry of Education and Sports (MoES) in Lao PDR that a similar program could work to help promote innovative education there as well. After a year of high level meetings led by FFF board members and HRH Princess Beatrice of York supported by the UK Foreign Office (and especially the British ambassadors in Cambodia and Laos), the FFF funded a delegation of high officials in Laos to visit NGS facilities in Cambodia. The visit led to negotiations that culminated in an approved Memorandum of Understanding signed by the Government of the Lao PDR in February 2020. With the support of the UK Foreign Office as well as the leadership of the Ministry, NGS started operating In Laos in 2019 and with an approved MoU in hand, its first school in Laos in 2020.

Other Potential Countries

It is hoped to expand the NGS program to Myanmar, Nepal and beyond over the coming years and work in this regard is already underway.
